The Augusta Levy Board of Directors provides strategic guidance, oversight, and support to ensure our programs reflect the highest standards of care. Each member brings valuable experience, diverse perspectives, and a shared commitment to helping individuals and families across the Ohio Valley access meaningful, evidence-based services.

Arch Riley, Jr. – Founding Board Member and Board President

Shane Walters – Board Member, General Manager at Lamar Advertising

Shane was named to The State Journal’s Generation Next “Top 40 under 40” in 2015.

Shane is involved with Wheeling Health Right, WV Outdoor Advertising Association of Ohio and has worked with Big Brothers-Big Sisters and the United Way of the Upper Ohio Valley. Shane has a son with autism.

Kathy Shapell – Board Member/ Founder of Augusta Levy Learning Center, Retired Executive Director of Augusta Levy Learning Center

Kathy Shapell is the founder of Augusta Levy Learning Center, the first evidence-based autism treatment program in West Virginia, where she served as executive director from its founding in 2005 until 2017. In 2012, the Center was recognized as one of “55 Good Things About West Virginia” by The State Journal.

Prior to that, she was the creator, publisher, and editor of Ohio Valley Parent magazine, a monthly parenting resource magazine, from 2000 to 2006. Ohio Valley Parent was acquired by Ogden Newspapers in 2000, and continues to be published monthly.

In addition, Shapell served as the education coordinator of Laughlin Memorial Chapel from 2002 to 2005, establishing a literacy program, called Teen-Zine, for at-risk minority youth who wrote and published a teen magazine which was distributed by Ogden Newspapers. She has also been an education columnist for The Intelligencer and Wheeling News-Register since 2002 and served as an adjunct professor at Bethany College and West Liberty University.

She has been very active on the state and national level advocating for autism rights and is a founding board member and the first president of Mountaineer Autism Project (MAP), a non-profit organization dedicated to ensuring early diagnosis of autism spectrum disorder and access to evidence-based treatment for all children in West Virginia. MAP was instrumental in getting autism insurance legislationpassed in 2011, and was honored with the Autism Speaks Advocacy Award in Appreciation of Outstanding Advocacy on Behalf of Individuals with Autism in the State of West Virginia.

Shapell is a board member and chair of the Environmental Education Committee of Oglebay Institute, Vice President of the Wheeling Academy of Law and Science Foundation board, a member of the Wheeling Rotary, P.E.O., a philanthropic education organization, and the Women’s Giving Circle of the Community Foundation of the Ohio Valley. Shapell is also a past board president of Northern Panhandle Head Start and the Ohio County Family Resource Network.

In 2006, Shapell was awarded the Alumni Achievement Award by her alma mater, Bethany College, and in 2010, she earned the Champions for Children Award from the Week of the Young Child. She has a master’s degree from George Mason University.

Mary Laska – Board Member

Mary Laska is an Occupational Therapist/Hand Therapist at Wheeling Hospital. Mary has been employed with Wheeling Hospital for 26 years in outpatient hand therapy. She is a certified hand therapist and is certified in the management of upper extremity lymphedema. She has two children, one of whom has a diagnosis of autism and epilepsy.

Dr. Jodi Lindsey – Director for the Center of Development and Learning, Kennedy Krieger Institute

Dr. Jodi A. Lindsey joined the WVU School of Medicine, Department of Pediatrics faculty in 2012, where she practices clinically as a child neurologist and a neurodevelopmental disabilities specialist. Prior to completing her Neurodevelopmental Disabilities and Child Neurology residency in 2012 at the University of Pittsburgh, Children’s Hospital of Pittsburgh, she completed her pediatric residency at WVU Children’s Hospital in Morgantown, WV, in 2008. She attended the WVU School of Medicine, where she received her M.D. in 2006, and the University of Notre Dame, where she received her B.S. in Biology in 2002. She is the Division Chief for Pediatric Neurology and Child Development as well as the Medical Director of WVU Medicine Children’s Hospital Neurodevelopmental Center. Her clinical work focuses on the diagnosis and medical management of children with a wide variety of neurodevelopmental disorders but with a significant focus on Autism Spectrum Disorder and Early Developmental Delays. Her current research efforts include a translational approach to the evaluation of underlying genetic etiologies of Autism Spectrum Disorder, particularly in West Virginia, as well as a collaboration evaluating subtypes within Autism Spectrum Disorder related to sensory profiles and neuronal functioning. She was a prior co-investigator on the West Virginia LEND (Leadership Education in Neurodevelopmental Disabilities) Grant, an interdisciplinary leadership training program federally funded through HRSA’s Maternal Child Health Bureau. She also participated as a trainee in the University of Pittsburgh LEND Program. She is actively involved in efforts in the state to improve services for children and their families, particularly those with neurodevelopmental disabilities. She is working to expand WVU Medicine Children’s Neurodevelopmental Services throughout the state and to build the first in the state Children’s Neuroscience Center of Excellence. She is serving on the WVU CED’s Country Roads Program Advisory Committee. She has also served as a board member on the Advisory Board for the West Virginia Infant/Toddler Mental Health Association. She is an executive board member and secretary for the Mountaineer Autism Project. As a native West Virginian, born and raised in Wheeling, WV, she is proud to return to her home state to reside and serve the children and families of West Virginia.

Steve Waters, CFA – Raymond James Financial Services, Inc.

Steve is a shareholder at the Raymond James Wealth Management – Wheeling Office, and has spent his entire career assisting clients obtain and exceed their goals.

Prior to joining Raymond James – Wheeling Steve was Vice President, Service Director at BNY Mellon. In this role, Steve responsible for the overall client satisfaction, service levels, and contract negotiation for institutional asset owners with global assets totaling over $170 Billion, generating over $40 Million in annual firm wide revenue.

Steve earned the Chartered Financial Analyst designation in September 2016 and the Chartered Retirement Plans Specialist designation in November 2021. He holds a Master of Business Administration from Duquesne University, as well as a Bachelor of Science in Business Administration degree from Robert Morris University.

Steve is a member of the CFA Institute as well as the CFA Society of Pittsburgh, and formally a member of the CFA Society of Boston.

Outside of the office Steve enjoys spending time with family and friends, traveling, and sports. Steve is Chairperson of the Tri-State Tax Institute, a board member of King’s Daughters Child Care Center, and serves on the Finance Council for St. Michael Parish. He and his wife Emily Freeman-Waters reside in Wheeling, WV with their son John and dog Murphy.
